This pull request brings experimental proactive weak-loaded entities management to the despawn time rewrite patch.

Before, the entity despawn time will only be checked once the chunk is ticked again or unloaded. In some cases, the weak-loaded chunks won't get ticked, causing projectiles to get stuck in the chunk, leading to a memory leak.
