This is a work in progress
This aligns SignifyPy with SignifyTS on .boot and .connect() It is nice to have stronger types for the REST API.
This fix is needed because the underlying Stream API changed.
The end-to-end tests have been moved to the GLEIF-IT/vlei-e2e tests repo

This PR includes the work done to both perform the testing for the first time grant failure bug (see the fix) and also bringing SignifyPy up to KERIpy 1.2.7 and KERIA 0.2.0 (yet unreleased).
