1. assume the speeds of the new entered vehicles are all zeros; 2. remove "stationManagement.hasTransmissioinThisSlot", using "stationManagement.transmittingIDsCV2X" instead;
1. in LTE, use "stationManagement.hasTransmissionThisSlot" again; 2. 11p could also work with trace file
