[REQUEST]: Allow negotiating connection with any video codec like H265 and then just receive encoded stream

Is your feature request related to a problem?

I would like to just negotiate WebRTC connection and receive H265 encoded stream (either raw RTP packets or maybe even AU aligned byte-stream NAL units), which I can for example feed manually to android media codec or any other decoder of my own choosing.

@elhigu AFIK H265 negotiation does work if both devices support it. Generally Windows and most devices don't have native support for it like they do with H264.
And as of 3.0.0-pre.5 also supports Encoded Transform API which might be what you are looking for(not sure).

I have nvidia hw codec support, but pre 8 dis not even try to negotiate h265. Good to know that on android it might work without any patching. I’ll report my findings when I have tried that out.

Windows negotiation for h265 started to work when I installed the version from pull requests where nvcodec h265 was implemented.

Though just negotiating encoded h265 stream should not require any HW / platform decoder support from the client device.

In our case server decides what type of stream it sends and thw client should be able to negotiate raw encoded stream receiving even if clien platform does not have decoder support.

Although I haven't tried it, whether a codec is supported or not is determined by the contents of the Offer/Answer SDP, so I expect that H265 can be sent by rewriting the media-related lines in the SDP generated by CreateDescription() to those for H265 and negotiating.
