Improve catalog table responsiveness

Summary

• convert the catalog tables to a responsive layout that renders as accessible tables on wide screens and stacked cards on phones
• add viewport tracking in the catalog page so the UI switches layouts and keeps deep-linked sections accessible
• refresh the catalog styling for the new structure, including card styling, meeting grid updates, and light/dark mode support

Testing

• npm test -- --watchAll=false (fails: react-scripts missing because dependencies cannot be installed in the container)
• npm install (fails: npm registry returned 403 for tsutils)
