Update and Create New Raspberry Pi Setup and Configuration Documentation

Description of the task

Raspberry Pi setup and Thunderloop service configuration is outdated. This was discovered while working on issue #3017

Please fix outdated documentation on the configuration and setup of our Raspberry Pi and our core thunderloop service. Please also create new documentation to comprehensively guide members through Raspberry Pi setup and configuration from SD Card provisioning to network setup to core service configuration.

Acceptance criteria

• Outdated documentation updated or deleted
• New, comprehensive guidelines created for Raspberry Pi and core service set up + configuration
