Implement runtime hook manager, integration state machine, and checkpoint engine. Adds unit tests for hook manager and state machine. Partial implementation for ge-hch.5.16 epic; further milestones (checkpoint fuzzing, save/load, telemetry subscribers) will follow. Closes bd? (see bead ge-hch.5.16)
