Patch fixes the issue of UI not comming up on HDMI hotplug

  • serivce runs a poll for 30s checking if Display is connected and will run only if Display is connected.
  • udev rule ensures that the serivce is started on HDMI hotplug events.

any reasons the target branch is scarthgap (instead of master-next)?

After SDK 11.2, I believe the plan was to pull in only customer reported P0/P1 issues in 11.x baseline (be it kernel, u-boot or yocto)
