Since the TDP stack 2.0 is finally based on Hadoop 3.3.6 and not on Hadoop 3.4.2, this PR reverts back to the previous builder.
Moreover maven 3.9.9 has been replaced with maven 3.9.11 since the first cannot be found in the official repository of Maven anymore.
