Let's move the web stuff in tcec-chess.com subdirectory. This allows direct git checkout to web server.
I also added scripts for setting of development environment and added things to README. This stuff is not completely ready, though, but I think we could merge it anyways. The thing that is missing is setting up the web server and whatever is needed for live updates.
