This PR adds a comprehensive .github/copilot-instructions.md file that provides GitHub Copilot coding agents with detailed instructions for working with this .NET Framework Windows Service application.

Key Features

Firm Directive: The instructions begin with a clear mandate to "ALWAYS reference these instructions first and fallback to search or bash commands only when you encounter unexpected information that does not match the info here."

Critical Build Limitations: Documents that this application cannot be built on Linux due to .NET Framework 4.8 dependencies and missing reference assemblies, preventing common frustration and wasted time.

Validated Commands: Every command has been tested and includes precise timing:

• Package restoration: 3 seconds (cached) to 45 seconds (first time)
• Models library build: 1-2 seconds
• All operations include "NEVER CANCEL" warnings with specific timeout expectations

Comprehensive Validation Scenarios: Provides extensive guidance for what can be validated on Linux:

• Configuration validation with example commands
• Code quality checks
• Manual testing procedures for Windows environments
• Interactive console vs Windows Service testing workflows

Complete Architecture Documentation: Maps the repository structure, key projects (.NET Framework 4.8 main app + .NET Standard 2.0 models), important files, and business logic flow.

Repository Cleanup

Also includes proper .gitignore configuration to exclude build artifacts, packages, and temporary files that were accidentally committed during exploration.

Application Context

The ReachOutVeevaPromoMats application is a Windows Service that integrates with Veeva Vault promotional materials API, processing either file drops or API polling to synchronize data with the ReachOut platform. The instructions provide complete guidance for working with this mixed-framework architecture despite build limitations.
