• package fetching
• depencency handling (pckp/restore.rs)
• • extract *.tar.gz
• • make sure that we dont download dependencies twice
• add pckp help (pckp/util.rs)
• add pckp libraries folder to the search path

secondary goals

these'll probably get their time after this pull will be merged

• adding projects relative to source pckp.yaml
