This PR applies latest Validation Runtime and Compiler thus avoiding deprecations in the generated code. The PR removes the module time-js because the recent versions of Protobuf do not support JavaScript generation out of the box. The module was test-only, and we're going to approach JavaScript generation for all the repositories separately.

Other local dependencies were bumped too.
