This is the intended branch for any new submodule-based monorepo, "VI."
if we use the action, it makes its own `.venv` 😱
for example, the rye dev deps now include those in CI, but the noraml dependencies are unchanged! :)
make all needed changes to codebase for CI to pass!
these seem to be hard for people, so i decided to document it real quick. rye uses the `src/` directory to make use of pip's editable installs. feel free to remove if it's unhelpful!
