Test environment should pretend to behave like production, not development.

Sorry I'm a bit late on this. It behaves this way not for testing the profiler code, but to actually profile in development and test. I'm not against making this change, but it will make things a lot harder for local test env profiles. |

Perhaps we can compromise on making this configurable? |
