Automated CI Health Check

This is an automated CI health check to verify that the continuous integration system is functioning correctly.

What this PR does:

Makes a trivial whitespace change (adds blank line to README.md)
Triggers CI to verify all tests pass on the current master branch

Next steps:

Wait ~2 hours for CI to complete
If CI passes: close this PR with success message
