In the current smsc-management console, you stop and start ESME accounts one by one, this way is not sufficient. For instance, If you want to switch the traffic from one SMSC to another, stopping and starting ESME accounts one by one takes time.
In this PR, Stop & Start all ESME accounts button was implemented with a confirmation dialogue on smsc-console UI.
