This is a one-line change to rcamp/projects/templates/project-list.html to replace the link to the RCAMP "project-create"URL and replace it with the URL to points to the CURC Allocation request documentation. The reason for this is to prevent customers from creating their own projects; CURC UST now creates projects for customers when they request allocations.
Note that the project-create functionality itself remains unchanged and operational, should we wish to make it again available to users in the future.
