Configuration Updates and SD Card Updates

Major changes:

• added ability to write and read from SD card over serial. See rtgs-lab-tools repo for information on usage. Utilizes existing command mode to take actions. Fixes Add ability to transfer SD card file over serial #40
• added sdFile.sync() calls before closing files, as well as baked in delay on logger.sdEnable(false) calls to let SD card finish writes/updates to FAT
• increased delay in power cycling to retry SD connection
• Fixes config.json is sensitive to indents and spaces when uploading to sd manually #41
• Fixes Add EEPROM backup for configuration UIDs #34 by adding EEPROM configuration backup
• Fixes Don't overwrite SD or EEPROM configuration when failure to read SD and EEPROM #35 to prevent configuration reverting back to default on the SD card, only reverts to default if SD and EEPROM are not accessible

The intention of this change is to try to prevent SD card corruption, as well as allow for streamlined international node deployment and testing
