Add debug messages around GAMS setup script execution
Added echo statements to provide feedback during the GAMS installation process.
Updated echo statements to include debug information.
Removed debug echo statements for cleaner output during installation.
to prevent usage of a cached higher version of qiskit
the license included in the old version was no longer updated and expired

By updating some dependencies, coordinating qiskit library versions and adjusting qiskit imports, the pipeline has finally been unclogged and tests are all green.
