Rough dash view implementation

Will be merged once the dash view API is a bit more stable.

• Users can save a view from the member/group list when using advanced mode and viewing their own system
• view links redirect to the old view uri implementation (for now)
• views can be ... viewed, and deleted from the system's config page

this essentially replaces (and is built on top of) the previous view uris.

Things I'd like to do eventually™ (preferably before this PR gets merged)

• do most of the view uri decoding on the dashboard page itself (so the page redirected to does not contain the entire uri in its searchparams)
