Generate outlines around artworks based on background flag colors.

One issue we constantly have is that it's difficult to tell where an artwork is supposed to stop and the flag begins, so people draw the artwork bigger than necessary.

This generates a one pixel thin outline around all artworks in the respective (configured) flag color.
Not sure about the priority stuff. So please take a look and see if you can use this.
