Removed several packages from the configuration file.

This PR removes unused Chocolatey packages from the configuration file, streamlining the development environment setup by eliminating packages that are no longer needed.

- Removed 20+ individual package entries across multiple categories (development tools, utilities, communication, media, hardware support, etc.)
- Eliminated 5 entire comment sections that became empty after package removal (Code Quality, Emulators and Testing, Infrastructure as Code, Hardware Support, Collaboration, and Databases)
