Pull Request Overview
This PR updates various GitHub Actions to their latest versions and removes an unnecessary ref setting for compatibility with act.

refin checkout step to rely on default behavior. - Bump
gittools/actions/gitversionactions to v4.0.0 and adjust parameters. - Upgrade

Also removed ref: property of checkout, the way we use it is the same as the default and this way it is compatible with act.
