WinPcap 4.13

The P2PNet library utilizes the WinPcap library for its advanced network functionality. You will have to download and install WinPcap on to your system for P2PNet library functionality.

This is a version that is free to distribute as per the license. It is an older version that is harder to find.
Modern versions are usable as well, but are maintained by a different entity with different licensing.
