feat(RDODCP-12): Dependabots updates and go version bump

• Updated dependabots library updates.
• go version bumped to v1.23.8 from v1.23.0

since grype found critical vulnerability in the image, fix was found in go v1.23.8

Validation:

Installed grype locally, no critical or high vulnerability found after bumping go version to v1.23.8
