The project is set up to run with Docker and a PostgreSQL database.
The Makefile has been updated to include additional commands for Docker management.

This PR adds a README_SOLUTION.md file that centralizes all instructions for:

• Running the Django project with Docker and Makefile
• Accessing the Django Admin interface
• Creating sample data and a superuser
• Assigning permissions to non-driver users
• Creating a test user and logging in
• Running unit tests for the BusShift service
• Setting up and using pre-commit for automatic code formatting and linting

The file also provides:

• Direct links to the admin interface
• Example commands to execute
• Important notes to avoid common development and testing errors
