This commit adds a local webserver that runs mkcert instead of Let's Encrypt. This allows people to develop with SSL on their local machine. You will still need to change the DNS in your /etc/hosts file, as well as another couple pieces of setup, all noted in the webserver-local/README.md file.
Tested by running
make upand observing the authentik setup page on my pc.
