Add Utils folder

changes

  • add a dedicated Logger function
    • Logger.info()
    • Logger.warn()
    • Logger.error()
  • improve checking if the server your playing on is 6b6t
  • add checks if the addon is running in a dev enviroment,
    • which bypasses isNot6B6T() checks
    • also adds TSRKitBotModule to the module list
