Draft: Upgrade r35.x

Upgrades recipes from 35.6.2/1 to 35.6.4

Current hold up is waiting to make sure EDK2 should really be 35.6.3 instead of 35.6.4 for this release.
Build tested with demo-image-full for jetson-orin-nano-devkit machine. Needs testing on device.

@joekale-pp Thanks... it looks like there have been a handful of kernel/driver updates with 35.6.4 also. I've created an oe4t-patches-l4t-r35.6.4 branch in our kernel repo at https://github.com/OE4T/linux-tegra-5.10 - so you can update the kernel recipe

Kernel recipe is updated. I found one file recipes-bsp/tegra-binaries/tegra-configs/l4t.csv that I'm not sure what to do with. It doesn't seem necessary but it has some references to older 35.6 releases.

The l4t.csv file is used for the container support - it tells the container runtime what devices/files from the host should be exposed inside the container. The only update that file should require is to replace 35.6.2 with 35.6.4 in the library file names that have the L4T version.
