Remove break time fields from work policy model and related classes

This pull request removes the break time fields (breakStartTime and breakEndTime) from the work policy data model and related service logic. The changes simplify the handling of work policies by eliminating all references to break times from entities, DTOs, service methods, and validation logic.

Data model and DTO changes:

• Removed the breakStartTime and breakEndTime fields from the WorkPolicyVersion entity, as well as from the WorkPolicyUpsertRequest and WorkPolicyResponse data classes. [1] [2] [3]

Service logic updates:

• Eliminated all usage of breakStartTime and breakEndTime in the WorkPolicyService and OnboardingStatusService, including their handling in constructors, updates, and response mapping. [1] [2] [3]
• Removed validation logic related to break times from the validateRequest method in WorkPolicyService.
