This change imports the logic to build ONLY the toolkit container from github.com/NVIDIA/nvidia-container-toolkit.

Note that this would require the changes from NVIDIA/nvidia-container-toolkit#1577 in the toolkit (and possibly NVIDIA/go-nvlib#84 if that's the way we decide to go).

Note that we have a dummy target in the Dockerfile to define the source for the toolkit packages. The source IMAGE can be overridden in the PACKAGING_IMAGE make variable.

Things that are still required:

  • Internal pipelines to build and release images
