patch: changed lambda to be synchronous

Added:

• given errors in cloud watch logs, the lamda event handler should be changed from using aio_pika to pika and remove all async calls
• Tested locally with initial commit: added cicd hydrovis#36 and things work as expected. Still expecting some back and forth dev
