When a hierarchical entity is getting mapped from harvesting, e.g. a journal article, it's possible for the volume to be present but not the issue. We need to exclude those structs in that case.
* Allow for parsing cases where there is an issue, but no volume, and
add an example template for such a use case
* Add `ifinteger` liquid tag; simplify making new `if#{logic}` liquid
tags and standardize testing
* Improve testing of parsing journal sources for various outcomes
