This has been accepted and squashed into the new 2.0-beta branch. 👍 (Unfortunately this will cause the PR to display as closed without merge, but we know better.) The original branch is maintained as archive/forecasting, which we'll keep around for a bit. |

Adds forecasting capabilities along with a reworked parameter fitting framework. The new framework supports a modular fitting-to-forecasting pipeline as well as a flexible API for supporting multiple parameters fitting methods.
Also adds a new csv ADRIO which outputs an array of date-value pairs from a .csv file.
Resolves #255
