bump to 3.0.3 added support for control.nacp with compressed Title Block which now supports 32 languages up from 16. I believe I covered all the bases. Thanks to Liam for the info!

bump to v3.0.3
added support for control.nacp with compressed Title Block which now supports 32 languages up from 16. I believe I covered all the bases. Thanks to Liam for the info and Claude for filling in the blanks and helping me find all instances where things needed to be changed. Probably poorly implemented, but eh.
