This makes it so that send swaps can optionally hold data relevant to unlocking the proofs that were sent.
I'm adding it now in preparation for making gift cards which will include tokens locked to a private key. If we do not store the private key along with the locked token, then when the user creates a gift card the private key would only be in memory and there is potential for them to lose it before they've copied the private key.
This is also useful for other spending conditions. Maybe we don't have the private key for the primary public key, but we add a refund path that requires our private key to claim after some timeout. In that case we would need to know the private key to use.
