Change to reflect CCP security changes

CCP dropped all support for connections less than TLS 1.3
Not in a position to personally test this so YMMV, and SSL may still work (unlikely realistically) - If nothing else treat this PR as notification of the breaking change.

issue is you need .net 4.7 or higher to support tls 1.3.
I resolved the issue by installing .net 4.8 and updating the .net framework used by launcher to 4.8.
next use .net package manager to update Fody (install-package Fody) which updates to 6.1.1 followed by update to costura fody update (install-package Costura.Fody) which updates to 4.1.0
now go to app.xaml.cs and add the new option of "SecurityProtocolType.Tls13", rebuild solution and your good to go.

Yeah I figured there would likely be dependency implications, but derped and made the PR before just responding to #41

Else as the OP states, just treat this as a notification of the break, as well as the required fix, even if the PR itself doesn't actually address the issue properly :$
