Fix: Tests: Plugin Activation/Deactivation Test

Summary

The testPluginActivationAndDeactivation test fails, because the test suite doesn't appear to load the Action Scheduler screen after deactivating the Kit for WooCommerce Plugin; it just stays on the Plugins screen:

This PR resolves by checking the Kit for WooCommerce Plugin is deactivated, before moving on to the next step.
