Migrates the refresh resources functionality from using
admin-ajax.phpto the REST API with a newkit/v1/woocommerce/resources/refreshWP REST API endpoint, similar to the work done on the main Kit Plugin (#953, #954, #959, #1000) and this WooCommerce Plugin (#263)Testing
