Summary

Reduce the DAA (Difficulty Adjustment Algorithm) target from 30 seconds to 7.5 seconds
Adjust mining rewards proportionally (8 HTR → 2 HTR per block) to maintain constant inflation rate
Implement feature activation mechanism for network-wide upgrade
