Extend hours limit up to 24 twenty-four hours

Allowed to set up scope (0,24).

Note: (0,0) does not work correctly

tnx @maxlipsky. it works perfect for setScope(0,24) and it solves my reported issue #13 .
but for scopes like (10,9), there is one hour blank space between 24:00 and 00:00 and we need one of them (24:00 or 00:00)
