This PR prepares the repo for a 2.15.0 release.
This release will be useful for the GEOSldas (see GEOS-ESM/GEOSldas#506 by @gmao-rreichle) and for the GEOSctm (see GEOS-ESM/FVdycoreCubed_GridComp#153 by @bena-nasa as well as GEOS-ESM/GEOSctm#42 where the CTM fails to build with latest MAPL/FV3)
