v11: Update to Ocean GC v2.8.0, FMS geos/2019.01.02+noaff.11

This PR updates GEOS_OceanGridComp to v2.8.0. This has multiple fixes in the Ocean Grid Comp from @afahadabdullah, @sinakhani, @zhaobin74 and @adarmenov:

• v2: Magnitude of the surface stress passing into the MOM6 by @mathomp4 in v2: Magnitude of the surface stress passing into the MOM6 GEOS_OceanGridComp#116
• v2: Set MEKE_POSITIVE to True by @mathomp4 in v2: Set MEKE_POSITIVE to True GEOS_OceanGridComp#113

It also has a fix needed for building GEOS with ifx using Debug flags. We also have to move to FMS geos/2019.01.02+noaff.11 for the same fix there.

This is zero-diff for the dataocean, but non-zero-diff for Coupled MOM6 runs.
