This change modernizes the entire Android project to be compatible with the latest Android versions. It includes a full Gradle and dependency upgrade, migration to AndroidX, and implementation of modern runtime permissions to ensure the app builds and runs correctly.

Migrated the project from the deprecated Android Support Libraries to AndroidX.
Updated `compileSdkVersion`, `targetSdkVersion`, and all dependencies to their latest versions.
Implemented runtime permission requests for `ACCESS_FINE_LOCATION` and `POST_NOTIFICATIONS` to prevent crashes on modern Android devices.
Fixed various compilation errors and functional regressions caused by the upgrades.
Added a lint baseline to suppress pre-existing warnings.
