I'm trying to get a CMS going for the handbook, to make it much easier to maintain for _all_ team member. Astro makes that easier than 11ty does, and as such I propose with this commit we which to Astro.

I'm looking for ways to make the handbook both Git and CMS proof. Astro seems a good bet to get this done with either Sanity or Keystatic. (See also: https://docs.astro.build/en/guides/cms/keystatic/)
