This PR upgrades all C# projects to target .NET Framework 4.8.
Changes
Update v4.8 for all example projects (CortexAccess, EEGLogger, BandPowerLogger, MotionLogger, PMLogger, FacialExpressionTraining, InjectMarker, RecordData, MentalCommandTraining)
Align App.config
Update bootstrapper metadata where present
Expand repo-wide .gitignore for Visual Studio/.NET, Unity, Node.js, Python, Qt, and OS artifacts
Docs: README.md now lists .NET Framework 4.8+
Release notes: add 2025-10-30 entry with compatibility notes
