The auxilliary files (template and ddl.dic) have been moved to separate repositories.
We were checking out the main repo twice and ignoring one of the checkouts.

The auxilliary files
templ_enum.cifandtempl_attr.cifand the DDL reference dictionaryddl.dichave now been removed to their own repositories. This PR removes these files from this repository, while preserving their history up until this removal. The workflow file has been updated to checkout the auxilliary files from their repositories.Workflows in other repositories will need to be updated to checkout the auxilliary files.
