Plugin Interface to support Instrumentation

Hi,

I've replicated here the Instrumentation functionality similar to what we have currently in the BLIS Kenya code base.

Find here a short video (5 mins) illustrating how to configure and then how to fetch data for a test from the instrument.

Some things to keep in mind

1. The plugin file provided is for one type of machine: 'Celltac F'.
2. For this demo, I've put a sample plugin class file and a sample dump produced by the Celltac machine in htdocs/tmp/
3. Ideally, with this setup, BLIS can accept other plugins/drivers that 'know' how to read data from other medical equipment as long as they are modeled after the provided CelltacFMachine.php
