This PR is to check in the generated Bicep Samples into the reference generator.
The Bicep samples are generated from the corresponding Terraform samples in the folder.
The remarks.json in each resource provider folder is also updated to include "BicepSamples", which lists the Bicep samples in the directory.
Not all Terraform files are translated since some of them contains structure that cannot be translated to Bicep.
